In single tendering is becoming rare. The committee in charge of reviewing the bids meet in a closed session and makes their decisions based on value, quality, and references. These biddings may be open to the public if they see it necessary. These biddings must become open to the public when the contract initiated by the Ministry of Public Works is concerned. This public session happens in two steps. First a list of bids is received then they list the approved bidders and the content of their bids are read aloud. After they are read aloud the unsuccessful bids are returned. Moroccan authorities in the building and public works sector showed foreign penetration of about 6%; which was heavily concentrated in big projects financed from external resources.
