Public work is all construction, repair, remodel or alteration that is funded by a country’s government. The Ministry of Public Works manages all of ’s public work projects. The different ways the Ministry of Public Works manages the projects is through open and selective competitive bidding and single tendering which is a negotiation with only one vendor or supplier. About 95% of the contracts relating to public works were awarded on the basis of competitive bidding. Open competitive bidding means that anyone can bid for the contract and selective competitive bidding is when only four to five companies who meet the requirements are considered. In single tendering is becoming rare. The committee in charge of reviewing the bids meet in a closed session and makes their decisions based on value, quality, and references. These biddings may be open to the public if they see it necessary. These biddings must become open to the public when the contract initiated by the Ministry of Public Works is concerned. This public session happens in two steps. First a list of bids is received then they list the approved bidders and the content of their bids are read aloud. After they are read aloud the unsuccessful bids are returned. Moroccan authorities in the building and public works sector showed foreign penetration of about 6%; which was heavily concentrated in big projects financed from external resources. Foreign participation is heavy in contracts dealing with engineering activities. Some challenges foreign corporations face in is the irregularities in government procurement. To help with this problem has agreed to conform to the international business standards. Another challenge for Moroccan investors is providing education and job training.
